能源新质生产力系统:要素构成、结构关联与功能定位

  • 摘要: 基于“双碳”目标与能源安全新战略的双重约束,传统能源发展模式已难以协同实现高质量发展与高水平安全,培育能源新质生产力成为破解这一困境的关键路径。为深入分析能源新质生产力系统的构成与运行机制,基于系统论构建了能源新质生产力系统的分析框架,系统阐释其要素构成、结构关联与功能机制。在要素构成上,能源新质生产力系统是由基础性要素、赋能性要素与协同性要素通过非线性耦合构成的复杂适应系统,呈现出创新性、协调性、绿色性、开放性与共享性等涌现特征,以整体响应外部环境变化;在结构关联上,系统内部通过质态适配、量态匹配、空间优化与时间协同形成动态组合机制,要素间高度耦合,共同驱动能源体系的结构演进与功能升级;在功能机制上,系统以破解“能源不可能三角”为核心目标,通过推动能源消费、供给、技术与体制革命向纵深发展,助力构建清洁低碳、安全高效的新型能源体系。为培育能源新质生产力应采取构建开放式创新生态、推动要素质量跃升、优化产业结构的“技术-要素-产业”三维策略,为在双重约束下协同实现能源高质量发展与高水平安全提供理论参考。

     

    Abstract: Under the dual constraints of the“Dual Carbon”goals and the new energy security strategy, the traditional energy development model has been difficult to achieve high-quality development and high-level security. Cultivating new energy productivity has become the key path to solve this dilemma. In order to deeply analyze the composition and operation mechanism of the new energy productivity system, this paper constructs the analysis framework of the new energy productivity system based on the system theory, and systematically explains its element composition, structural correlation and functional mechanism. In terms of factor composition, the new energy productivity system is a complex adaptive system composed of basic elements, enabling elements and synergistic elements through nonlinear coupling, showing emerging characteristics such as innovation, coordination, greenness, openness and sharing, so as to respond to changes in the external environment as a whole. In terms of structural correlation, the internal system forms a dynamic combination mechanism through mass state adaptation, quantum state matching, spatial optimization and time coordination, and the elements are highly coupled to jointly drive the structural evolution and functional upgrading of the energy system. In terms of functional mechanism, the system aims to break the " energy impossibility triangle " as the core goal, and help build a clean, low-carbon, safe and efficient new energy system by promoting the in-depth development of energy consumption, supply, technology and institutional revolution. In order to cultivate new energy productivity, we should adopt the three-dimensional strategy of “technology-factor-industry”to build an open innovation ecology, promote the quality of factors and optimize the industrial structure, so as to provide a theoretical reference for the coordinated realization of high-quality energy development and high-level security under dual constraints.
